OUR NATIONAL BUILDING PERFORMANCE PROGRAMS

RATERusa Membership Verifiers specialize in building performance design, verification, and rating services for National Building Programs.  Simply put, the RATERusa Membership Verifiers are trained and certified to perform verification and/or rating services for the following programs:

Residential Buildings:

SEDI Report Production.  ENERGY STAR Portfolio Manager Building Program.
Produce SEDI Design Report for New Construction, and SEP Yearly Report for continued compliance to this Strategic Energy Management program.  To qualify as an ENERGY STAR Building, the building or manufacturing plant must earn an ESPM-Score of 75-or-higher under the ESPM Score Scale of 1-100, indicating that the facility performs better than a least 75% of similar buildings nationwide.  The ESPM Scale accounts for differences in operating conditions, regional weather data, and other important considerations.

RESNET EnergySmart Home Program.
Best Practices Energy Efficiency Program, to verify the RESNET HERS Index. This program and those programs below include Testing Guidelines, Computer Modeling ,and registration by the RESNET HERS Rater, utilizing Department of Energy approved software for building energy design, to achieve program compliance.   Includes Certificates and Labels for each building inspected.

EPA ENERGY STARv3 Home Program.
Best Practices Energy Efficiency Program.  Mandatory Guidelines by Pass/Fail, with HERS Index = <SAF x HERS-85 Index.

  EPA Indoor airPLUS Home Program.
Best Practices Air Quality Program.  Mandatory Guidelines by Pass/Fail, ENERGY STAR Home Program required.

EPA WaterSense New Home Program.
Best Practices Water Conservation Program.  Developed by the EPA to protect the future of our nation's water supply by promoting and enhancing the market for water-efficient products, new homes, and programs.  Mandatory Guidelines by Pass/Fail.

DOE Zero Energy Ready Home Program.
Best Practices Energy and Indoor Air Quality Program.  Mandatory Guidelines by Pass/Fail, with HERS=<70, ENERGY STAR Home Program required .

NGBS ICC-700 Standard Green Home Program.
Best Practices Green Program, following the ANSI-Approved ICC 700-2012 NGBS, requiring Mandatory Points by Pass/Fail of: Lot Design, Resource Efficiency, Energy Efficiency, Water Efficiency, Indoor Environment Quality, Operation & Maintenance, Global Impact.

USGBC LEED-H Green Home Program.
Best Practices Green Program.  Requires Mandatory Points by Pass/Fail of: Innovation & Design, Locations & Linkages, Sustainable Sites, Materials & Resources, Energy & Atmosphere, Water Efficiency, Environmental Quality, Education & Awareness.

Enterprise Green Communities Program.
Affordable Housing Green Program.  Requires Mandatory Points by Pass/Fail of: Integrated Design, Location and Neighborhood Fabric, Site Improvements, Water Conservation, Energy Efficiency, Materials Beneficial to the Environment, Healthy Living Environment, Operation and Maintenance.  ENERGY STAR Home Program required.

HERS Rater Retro-Fit Home Energy Audit Program.
Best Practices Existing Home Energy Audit Program.  This program is with utility company energy-efficiency programs.  Follows the RESNET National Standard for Comprehensive Existing Home Energy Audits utilizing the BPI Standard for testing CAZ zones.   The Level-1 Energy Audit features computer-generated reporting.  Reports include Table of Retrofits, End-Use Annual Cost Savings showing investment Simple Payback, and the HERS Index Improvement.  The Level-2 and Level-3 Energy Audits add Infrared Thermography and other advanced building science processes and reports.

ACCA Manual J and Manual D Calculation for Building Program Compliance.

Building Energy Modeling Program.  HVAC Load Analysis Computer Modeling by RESNET HERS Rater utilizing ACCA Manual J 8th Edition, Version-2 with ACCA Manual D.   Results include all necessary reports for Manual J and Manual D design reporting.  This is a mandatory design calculation by many Green Building Programs and the v3 ENERGY STAR Home program.

State Energy Code Calculation for New Home Permit Compliance.

Building Energy Modeling Program.  Computer modeling by RESNET HERS Rater utilizing Department of Energy approved software for building energy design to achieve preliminary IECC Thermal and/or Energy Performance reports used for building permit compliance.   Optional inspection services include IECC Certificate and Label for each building inspected.

Commercial Buildings:

EPA ENERGY STAR Commercial Building Program.
Strategic Energy Management Program. To qualify as an ENERGY STAR Building, the building or manufacturing plant must earn a 75 or higher on EPA's 1-100 energy performance scale, indicating that the facility performs better than at least 75% of similar buildings nationwide. The ENERGY STAR energy performance scale accounts for differences in operating conditions, regional weather data, and other important considerations.

EPA ENERGY STAR Multifamily High Rise Building Program. (MFHR)
Best Practices Energy Program.  Mandatory Guidelines by Pass/Fail, for new or substantially rehabilitated Multifamily High Rise (MFHR) buildings.  These buildings must meet strict guidelines for energy efficiency set by EPA, making them designed to be at least 15% more energy efficient than MFHR buildings built to the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2007.

Enterprise Green Communities Program for MFHR.

Affordable Housing Green Program.  Mandatory Points by Pass/Fail of: Integrated Design, Location and Neighborhood Fabric, Site Improvements, Water Conservation, Energy Efficiency, Materials Beneficial to the Environment, Healthy Living Environment, Operation and Maintenance.  ENERGY STAR Home required.

.
Commercial Building ASHRAE Level-3 Energy Audits.
Building Energy Modeling Program.  Computer modeling by ASERusa engineer utilizing Department of Energy approved software for building energy design to achieve detailed energy analysis for capital-intensive modifications using the Energy Efficient Measurement (EEM) methodology.  Infrared Thermography and other advanced building science processes and tools are optional in this process.

Commercial Building Calculation for EPAct $1.80/sf Tax Incentive Compliance.
Building Energy Modeling Program.  Computer modeling by ASERusa engineer utilizing Department of Energy approved software for building energy design to achieve three calculations of up to $.60/sf each, used for the EPAct 2005-2016 Commercial Building 2006-52 Energy Efficiency Guidelines.
